The Department of Health provides:

Birth and Death records from Jan 1853 to Dec 1896, and records since June 14, 1912. Only the cities of Hampton, Newport News, Norfolk and Richmond have records between 1896 and June 14, 1912. Birth records are public information 100 years after the date of the event. Death records are public information 50 years after the event. You must be the subject, or next of kin to receive more recent records.

Marriage and Divorce records since 1853. Marriage and divorce records are public information 50 years after the event. You must be the subject, or next of kin to receive more recent records. If the records are not available from the State office, they should be available from the Clerk of Court in the county where the marriage license was issued, or the divorce was granted.

They have copies of surviving birth and death records for the period 1853 to 1896 and marriage records prior to 1936. They also have Bible, Church, Census, Land, Military and Tax records, as well as, passenger lists.
